Comments: Puts the responsibility of interculturalism on Quebecers. She challenges quebecs exceptional vulnerability. Looks at equality and discrimination, as well as socio-economic factors that shape experiences. Looks at how the commission perpetuated many of the issues that it tried to mitigate.

The idea of crisis. The commission conclude the idea of Quebec being under threat is largely in peoples minds. BT didn't address itself as a source of crisis. Looks at the veil as seen as seen as a threat to Quebec identity. Within feminism debates over freedom of religion versus gender equality. Examination of race void from discussion. Looks at the heirarchy that the forums produced, putting the minority groups on the defensive, justifying their presence. The commission sets out to be open and democratic, but its structure was flawed.

Comments: Muslim veiling was central to the commission, but also marginal because there wasn't an analysis of why it was a central issue.

1) Identity and racism- not sufficently addressed in the report (though secularism was)
-Quebec identity central- fears and anxiety around this.
-identity construction is not linked to racism in the report.
-racism discussed in terms of hostility, lack of understanding
-racism was not understood as a structural part ofQuebec identity
-in identity formation the other is used as a scapegoat, involves essentialization
-bodily markers are used to anchor those undesirable qualities

-equality of women used to differentiate with Jewish and Muslim culture Racism procceded under guise of feminism

-wanted to be part of the dialogue, but unable to be heard by the commission
-they really tried to block the voices of those that are involved in anarchist workin the community
-Commission assumes common values
-attempts to homogenize, blinds public to issues of global migration
-discussions of labour issues ignored when they should be central
-no accomodation made for the workers
-invisible work available for exploitation
-governments position one of not needing to increase salaries or improve labour conditions if non-citizen workers are brought in temporarily
-justice for workers should be the precondition of accomodation
-congradulates the commission on its critical position, but points out the IWC, FDO, and IMA concerns have not been addressed
-when injustices against immigrant workers have not been addresses after the commission, what good did it do?
