Here in Canada, we understand why we need to have both an army and a police force. We know that they both have different jobs to do. But in some countries, the work of the police is done entirely by the military. The police and the army are one in the same.
This program explores the challenges of establishing a police force in Southern Sudan. Though it talks about conditions in that specific country, the situation is similar to many other countries transitioning from a military state to democracy.
